1. Depends on what you are trying to do and your style preference. That's like asking what car will get me to the city the best. You can write VBscript in notepad as well as batch files. It don't have to be fancy, it just has to the correct automation task you are looking for.
2. java script ez to learn able to program complex games free to try my 10th grade sister took a 4 week sumer class and was able to learn alot of cool stuff with java script
3. I like to use PrimalScript by Sapien. It handles VBScript and a number of other scripting languages, and file types (http://www.primaltools.com/index.asp). Has a built in debugger.
4. depends on what kind of scripts u would like : For portable systems utilities : Python and /or Perl For Linux : Bash For Windows specific system tasks : Vb Script For Web browsers certainly JavaScript
